GIRL comes later. Routing is only valuable when the system underneath can establish authority, context, evidence and policy.

Its future job

Evaluate objectives against available capabilities, authority, evidence, risk, cost and latency, then route work to an appropriate agent, tool, model or human.

Vector Decisions establishes the decision primitive that a routing layer can eventually consume.
